ICES — Indian Customs EDI System — is the backend electronic data system operated by CBIC that stores every customs filing in India — every shipping bill, every bill of entry, every amendment. ICEGATE is the public-facing web portal that fronts ICES.

Your customs broker files a shipping bill via ICEGATE
ICES accepts, assigns a shipping bill number, stores the record
ICES pushes the record to EDPMS (for exports) or IDPMS (for imports)
When your AD Bank marks foreign-exchange proceeds realized, that update flows back into ICES via EDPMS
ICEGATE surfaces the current status when you query the shipping bill
Practical implications
You don't interact with ICES directly — everything goes through ICEGATE. But knowing ICES exists explains why:
Amendments take days — the amendment request goes into ICES, hits a customs officer's approval queue, and only then updates the source of truth
EDPMS status can lag — the pipeline is ICES → EDPMS. Newly recorded realizations may take a day to appear
A "shipping bill filed" confirmation from your broker doesn't mean it's in EDPMS yet
